Active anomalous events should get observed

Currently, our modeling does not take binary models into account. This is an issue when run_TAP is considering events for observation, since the TAP priority can drop artificially due to a poor model fit.

For events that are Alive and categorized as a binary event, run_TAP should request observations regardless of TAP priority.
