[Arcs] does Pirate Hoard have unlimited resource slots?

We already know

When a card says that it can “hold” resources, this is equivalent to it saying it “has resource slots” for those resources

But because Pirate Hoard is not worded using "hold", there is doubt on whether it provides resource slots for the purpose of stealing for i.e.

• stealing from Imperial Trust
• stealing using Mining/Shipping Interest

Please add an FAQ to settle the dispute.

I think it is clear that the card can hold unlimited resources. The question is does it count as infinite empty slots for stealing? Can you steal the entire imperial trust at once, even with all normal resource slots full? Same for the interest cards.
