CompatHelper: bump compat for Turing to 0.30 for package BayesianNN, (keep existing compat) #471

This pull request changes the compat entry for the Turing package from 0.21, 0.22, 0.23, 0.24, 0.25, 0.26, 0.27, 0.28, 0.29 to 0.21, 0.22, 0.23, 0.24, 0.25, 0.26, 0.27, 0.28, 0.29, 0.30 for package BayesianNN.
This keeps the compat entries for earlier versions.

Note: I have not tested your package with this new compat entry.
It is your responsibility to make sure that your package tests pass before you merge this pull request.

Failure is real, I will have to take a look to figure out what the new API is
