Footnotes — in the same syntax as on GitHub — do show up. However,
the default formatting doesn't shift the footnotes to the bottom of each page. I can probably fix this on my own in CSS.
the HTML of the footnotes contains appropriate anchors (so you can jump from the text to its explanatory footnote, and back), and these show up visually in the PDF, but don't seem to have a hyperlink action in the PDF
(Note that Azure DevOps Wikis itself doesn't yet have footnotes support anyway. However, it would be quite nice to have this in PDFs.)
