Technical debt: Refactor options flow

Need to refactor options flow, this is to allow things like user definable presets for hold times, device specific capabilities, i.e. disabling the fan option on a NeoStat HC, and others. More detail to follow once I've cleaned up the existing notes.

Thanks @ocrease looking good! Reflecting on this, I'm not sure if there's anything else we want to cover. I think a lot of stuff I had planned for options is now probably no longer needed, given the evolution of the plugin.
