Now the seed node may stuck somewhere, and always refuse to connect with peers, even the software restart won't help.

Seed node reports connection refused under certain circumstances, i.e. long running or too many messages.

May 10 07:48:45 client.Receive seed.mixin.dev:5850 CONNECTION_REFUSED (remote)
May 10 07:48:46 me.loopSendingStream(:5850, 43.207.105.184:5850) => consumer.Send(seed.mixin.dev:5850) => CONNECTION_REFUSED (remote)
