"Uncontrollable Greenhouse Effect"
[Species] civilization is experiencing a prolonged period of industry growth. Factories' output is increasing every month, and so does air pollution level. Whereas most industrial centres are covered with smog, an increased greenhouse gases emission causes overall temperature on the planet [Planet Name] to increase.
We have detected a small group of people, trying to persuade the state to reduce the air pollution, but they are not influential enough to improve the situation. If no action is taken in the near future, consequences for the biosphere and native civilization would be disastrous.

Also, it should be Planets of Continental/Tundra/Arctic types, because other would be a little not logical
And there are several options to choose:

1. Infiltrate into their only to improve the situation
2. Open communications with this species
3. Do nothing and monitor the situation
   And Special one for Xenophobe:
4. That's what they get (the same effect as 3rd option)

I don't know how to get then, but possible outcomes are positive, if global warming is stopped, or negative, if no actions are done.

Positive events:

Committee for Nature Conservation
Our agents/government itself succesfully established a Committee for Nature Conservation. It is recognised by most of the world's nation-states and has already proposed several pollution decreasing laws. A lot of work is yet to be done, but we can celebrate this small success

Governmental Conservation Project
One major industrial nation realized the problem of global warming and established a special project. It will regulate the amount of gases emited into the atmosphere

Ecologically-friendly Fuel
Our intruded specialist presented a new way to produce energy - solar power/thermonuclear power/biofuel. It is way more efficient, than traditional types of fuel, so many countries started to use it instead of coal/petroleum/gas

International Conservation Agreement
Nearly all nations of [Planet_Name] signed a treaty, that completely bans organic fuel from being used. The problem of global warming is over now, and the climate will not change

Reforestration Area Increase
Our research team on observation post above [Planet] reports, that there is a a dramatic increase of the forest area. It seems that several nation-states of [Primitive_Name] Civilization have updated their Forest Code in order to make carbon dioxide absorption from the atmosphere much faster.

Negative events:

Conservation Movement Banned
Several major industrial powers disbelieve in 'Global Warming', as told by the journalist, and banned the Conservation Movement out from their countries. This will definitely complicate our efforts

The Negation of Climate Change
[Species] people tend to deny the existence of global warming. This leads to huge decline of funding into research

Climategate
Hackers/Spies intruded into governmental information network and found out, that several reports of the increasing temperature are rigged. Trust in society to scientists-climatologists has even more decreased

The negative outcome would be the change to Ocean/Arid/Desert world, depending on the class type
Continental -> Arid
Tundra -> Desert
Arctic -> Ocean
Also, 1-2 pops will be dead and their tiles will get 'Noxious Swamp' blocker

Well, many things in that can be removed or simplified, it's just my idea for pre-FTL event
