Issue bot for review templates

There is already a issues template, but often I want to start the issue, and then invite reviewers to fill it on later. But reviewers (that dont have write access) cannot edit the checklist in the fisrt comments in the isseu template. So the one filling out theisse also needs to start the issue. This could maybe be made smoother with a bot, like on joss.
