The new MSU partition Hercules has come online. Add support for Hercules.

@JiayiPeng-NOAA I was able to run the Orion-built TC_tracker executable on Hercules for a 9-day experiment. Would you please check the outputs in the archive? They are located here: /work/noaa/global/dhuber/archive/cycled384_herc.

The issue is to be able to build the tracker executables on Hercules rather than run Orion-built executables on Hercules.
@JiayiPeng-NOAA Please take note.

This issue needs to be expanded to Orion as well. Following the Rocky 9 update, the executables need to be recompiled against the Rocky 9 libraries on both Orion and Rocky 9.

The TC tracker has been recently built using CMake, and all modules have been updated to align with the spack-stack updates on Orion, Hercules, Jet, Hera, and WCOSS2.

What additional work is required to be able to close this issue?

I'm assuming a PR is needed to https://github.com/NOAA-EMC/TC_tracker from @HananehJafary-NOAA with the branch with the CMake & spack-stack updates?

The GW CMs do not want to point to a personal branch and would prefer a tag in this authoritative repository to point to. Is it possible to give Hana the permissions needed to open a PR to this repository? If not, perhaps someone else (@aerorahul @KateFriedman-NOAA?) could open a PR of Hana's CMake branch into this repository so we can get a tag.
