GEFS waves needs to self-cycle

What new functionality do you need?

The wave model does not have a DA system, it's initial conditions for GEFS are the 6 hour forecast from the same member the previous cycle.

What are the requirements for the new functionality?

GEFS wave can self-cycle.

Acceptance Criteria

• GEFS can self-cycle the wave model.

Suggest a solution (optional)

The following needs to be done:

1. Add in a request to write out the next cycle in CMEPS_RESTART_FH in forecast_predet.sh
2. Link the ww3 restart file to WW3_RESTART in WW3_postdet in forecast_postdet.sh
3. In WW3_out in forecast_postdet.sh copy the restart to COM (same as gdas section)

• RERUNS, and second forecast segments.
