This task is necessary for deployment and CI. We want a containerized Couchbase instance with an associated test data set.
Issues to discuss:
Will the data be mounted, loaded into a public S3 bucket, internal to the container? This needs to be decided.
Where do we keep the container?
How is it integrated into CI?

This depends on #73 - it'd be good to have GitHub actions setup so we have an idea how we want to run these integration tests.

My recollection from our last discussion was that we decided setting up a couchbase container for integration testing depends on getting CI and testing in place (#73 & #135 for CI - the testing is probably a follow on issue) so I'd be hesitant to bring it out of the backlog before we're ready to also work on those tasks. We could also bring all of those issues forward into Todo if we have deadlines to meet.

I was intending to start focusing on the scorecard work in NOAA-GSL/MATS#764 after today.
