Trigger test pipeline from publish.yml instead of duplication #11

Right now, the test pipeline is duplicated in publish.yml. This can be replaced by triggering the test pipeline.
For this, we need an access token to the repo from the organisation (done by an organisation admin). Then, we can use https://github.com/convictional/trigger-workflow-and-wait to trigger the other pipeline.
