I am using the A5e game system (version 0.8.13) and Foundry version 10. When I drop an Item from the Actor Sheet onto the Custom Hotbar, it creates a "Display Item" macro instead of a rollable Item macro. Dropping an item onto the regular macro bar, even with Cusom Hotbar enabled, creates the macro normally. You can also drag the macro from the regular hotbar to the Custom hotbar with no issues.

That's the default behavior for if a system doesn't define what to do when an item is dropped onto the hotbar. Foundry makes a "display" macro for the item. It seems like that module doesn't know to use our macro functions.
