Have miners co-sign followup payouts

Some defective mining hardware can't generate to more than a few destinations, and require a followup payout. Silent payments also cannot be generated-to directly and can only be done in a followup.

It would be better if that followup was sent to a multisig between the poolserver and the miner, with a pre-signed followup transaction made before the block is found.
