The german translation of notice 19 in "notice_de.xml" is wrong.

Currently it is: <entry key="notice|name|19">Konzessionsbekanntmachung – Richtlinie für Beschaffung im Bereich Verteidigung, Standardregelung</entry>

But it should be: <entry key="notice|name|19">Konzessionsbekanntmachung – Konzessionsrichtlinie, Standardregelung</entry>
