Not possible to restart UaPublisher #2929

Current Behavior

At the moment (I guess due to 5349d9a#diff-bee52b1f091a781cb782866016d2268aabd46d050a8f2d9a59e6e6a151dcb716R164) it is not possible to stop and afterward restart an UaPublisher

Expected Behavior

IMHO it is expected that stopping and restarting should be possible

Steps To Reproduce

  1. Create application using at least on UaPublisher
  2. start the application, then stop and restart
    -> no more massages are published

Environment

- OS: Windows 10
- Environment: Visual Studio 2019
- Runtime: .Net 4.6.2
- Component: Opc.Ua.PubSub
