Thus, it is really difficult what to answer here. "Not applicable" may be the best fit…
Maybe it is just a translation problem, i.e. the question should be rephrased to be generic:

instead of
Hat diese Fußgänger-Ampel einen […] Taster?

Thank you for bringing up the issue in the phrasing. I remember we had quite some discussion finding the right word for this in english and agreed upon "pedestrian light" not taking into account that those can also only be dedicated to cycleways.
One option is to rephrase the question. For this, we need a good word for this in our base language "English", so that translations for other languages can be adopted as well.
Another option is to create a second question and tighten the condtions to have two independend questions for footways and cycleways.
@rugk Can you post a link to the OSM element you get this question asked for?
I can drop you a mail (don't wanna post it publicly), but basically you can use any highway=cycleway (in my case also even marked as bicycle=designated) that crosses a railway=tram.
