Dud - with constraints: setting initial perturbations when parameters are already (almost) equal to constraints #338

For Dud-with constraints, the parameters are initially perturbed by also taking the constraints into consideration: when the initially perturbed parameters lie outside the required range, Dud will set them equal to the constraints.
Questions:
(1) what will happen if the initial parameters are already equal to the constraints? Will Dud have a problem with convergence in that case?
(2) if the initial perturbed parameters lie outside the constraints, is it not better to perturb the parameters in the opposite directions if it provides perturbed parameters that lie within the constraints?

This issue is related to JIRA issue ODA-647 (opened by @sumihar) which will now be closed.
