Force OpenDA to only use provided libraries

On some systems working with netcdf4 files can go wrong in OpenDA due to the usage of de wrong libraries loaded by the operating system. The intention in the solve this by forcing the usage of the by OpenDA provided libraries and nothing else.

Check the NetCDF compiled libraries for D-Hydro and Simona on TeamCity. We should consider removing all binary libraries from OpenDA and copy them with the TeamCity build.
