RDS1 enhanced Radiotext (eRT) support

In this file there is an enhanced Radiotext (eRT):

OK. I'll look into it. Does this example also use UCS-2 encoding for the charset?

Whether the text string will be UCS-2 or UTF-8 transcoding, must be indicated in the 3A group by a flag
