povis_id의 length validation이 안 되어있는 마이너한 이슈(21acd19)가 있었는데,
이에 대한 log가 전혀 남아있지 않아 원인 파악에 시간이 걸리는 문제가 있었음.

settings.py에서 LOGGING을 설정할 수 있다면 좋을 것 같다고 생각.
