browser stt not working

Expected Behavior

when selecting browser tts in Active TTS Service you should be able to specify an audio output device and choose a voice

Current Behavior

no audio output devices are listed, no voices are listed to choose from for browser tts

Steps to Reproduce

1. On setting under services zoo set Active TTS Service: to Browser
2. Apply and restart lloms
3. You should be able to set audio output device and select a browser voice

Note: If I choose Fish TTS as an example, apply and restart then my audio output devices are listed. As soon as I change it back to browser I no longer have an audio output device list
