Multi-Resource Selection for Creation Policy

The current behavior only allows selecting a single resource during the creation policy setup. This is not sufficient for use cases that require applying the creation policy to multiple resources.

Enhance the creation policy functionality to support selecting multiple resources at once. This will provide greater flexibility and meet the requirements of scenarios where multiple resources must be configured simultaneously.

This feature will streamline workflows and improve user experience when configuring creation policies for multiple resources.

Acceptance Criteria

• Users can select multiple resources for a creation policy.
• The UI supports multi-select functionality for resources.
• Policies are applied to all selected resources without errors.
