DOC: unify the README.rst and docs/index.rst #172

The root README.rst file is mostly duplicated from the docs/index.rst. Is there a way that similar information can be shared more easily between the two?

Also relevant: whatever README.rst solution looks like, it should render correctly (with any images, links, etc.) on ESPEI's PyPI page
