Describe the bug
res pset fly causes everyone to fly unless you set / res set fly false

To Reproduce
Steps to reproduce the behavior:

/res pset (user) fly t
See all flying (and don't lose his fly when leaves his residence)
Execute command '/res ....'
See error

Expected behavior
Prevent everyone from flying

Minecraft Version [e.g. 1.15.2]
Spigot/paper build:
Vault: [e.g. 1.7.2]
Residence: [e.g. 5.0-SNAPSHOT]

Additional context
If you set /res set fly f before do the pset there are no errors
