Custom Survey templates

Is your feature request related to a problem?

They want to have company-wide templates where if someone instantiates an NPS survey the person can’t change the questions
Probably an extension of #17512

Describe the solution you'd like

• Being able to create custom templates within Surveys
• Survey Templates which can be shared across the team.
• Survey templates contain questions that cannot be removed/edited.
