Beacon GUI is not working properly

With a beacon on max level all the effects are dissabled (like if there wasnt a pyramid)

I'm trying to reproduce this. With a beacon in place, I can see on the applied effects icons on my screen that I do indeed get the correct effects.

However, when I enter the beacon GUI, nothing seems to work, regardless of the number of blocks below the beacon. I can't do anything with the GUI. Or, rather, I can put e.g. an iron ingot in the slot, but I can't do anything else.
