Status of LHC e-cloud followup tools for Run 3

The set of tools for the LHC e-cloud follow-up for Run 3 has been prepared in the folder: /afs/cern.ch/work/l/lhcecld/run3_setup

The code is hosted on GitHub. Different functional blocks are in different packages: https://github.com/PyCOMPLETE/LHCMeasurementTools/
