Offline install of maturin pip module

I am attempting to install the maturin 1.8.1 pip module on a system that is not allowed internet access. i'm getting errors about connecting to https://index.crates.io which makes sense, but I need to know how to get around this and install offline. Is there a way I can download whatever it's trying to get and put together for an offline install?

See https://doc.rust-lang.org/cargo/faq.html#how-can-cargo-work-offline, you'll need to unpack the pip sdist to get the Cargo.toml, maybe repack it if you need to use cargo vendor.
