Is it possible to adapt winexe for ARM architecture (raspberry pi)?

Nothing is impossible.
You can take https://github.com/R-Vision/winexe-smb2 and build it for ARM arch, and then use the binary compiled in ./bin folder of current repo.
Unfortunately, we do not do anything with ARMs.
