[ui5-popover]: can't open popover from popover if the opener is placed in the header slot

Bug Description

If the button is in the content:

If the button is in the header - no (inner) popover is opened:

Note! On version 1 in both cases second popover can't be opened.

1. link
2. open the popover and click on "open inner popover" -> no popover is opened

try to remove 'slot="header"' from the div and the popover opens
