As a Monorepo Maintainer, I want to make the monorepo as lean as possible, so that developers don't have to wait on tasks for unused projects.

Description

R projects are currently not actively developed or deploy in the monorepo. The one that exists were an exploration which was more or less successful. The R client for OpenChallenges had a small bug that we could fix one day using an OpenAPI generator template. For now, we will remove these project to improve the DX (reduce local and CI setup runtime).
