reinvestigation on segment building

Segment building needs reinvestigation. Module map should check the geometry to remove possible combinations that implicitly jump layers. For example, if link barrel layer 3 md and endcap layer 1 2s md as a segment, the segment may also go through barrel layer 4 and 5, but this kind of segment building should be forbidden. should check T3 eta or segment eta to see if we build these kinds of segments
