"Unblock blocked files" does not explain its effect well enough

Today I attempted to run UCR on Windows 10 19045. I got this popup

This dialog is not mentioned in your Installation and Setup guide. Googling for the text, the only real hit is the .xaml.cs file in your source code which creates the dialog. The dialog box is, to my mind, not clear enough. What is it going to do? Is it going to save files to a protected windows directory? Is it going to overwrite things? Will this have a permanent effect? If so, how do I undo the permanent effect?

I suggest you do one of:

• Provide more information in the dialog
• Include an explanation in the Installation and Getting Started guide (my recommendation)
• Include a full/technical explanation of this dialog and the mysterious UCR_unblocker.exe in the FAQ.

Reading forum posts it appears people who have used UCR for a long time already understand "unblocking" but I do not.
