DCC has many issues. In order to solve these issues, we should:

Implement WebRTC. (use a library, really)
- This should be a fresh implementation, ideally cleaner than the existing DCC support code.
Remove DCC altogether.

With WebRTC, we can also support voice, video, and web-based clients, which would be awesome.
