[Feature Request]: Limit to set the tag for list in admin list edit form

Feature Description

I want to implement same logic for admin list edit form.
Where only 3 tags are allowed to input for a single list

Use Case

This is need to be done because for user it only allowed to max 3 tag. So for admin also need to add same check/logic

@Soujanya2004 Assign it label-2 because I add both frontend and backend logic for this because if not add logic from backend then using API request sending tolls, like postman, hoppscotch tool. it's still possible to send unexpected data.
