Volume Type Standard and Discoverability

Volume Types in OpenStack provide basic instruction, when creating a volume and can result in choosing a specific backend. We should provide a standard of volume types we would like to see in deployments and improve their discoverability upstream. In the end a documentation of a how to enable / use volume types in scs would also improve the visibility of this important feature.

To complete this issue the following needs to be done:

1. The issue Upstream work on the discoverability of certain recommended volume type aspects. #449 must be finished. It will provide an update to openstack itself, so metadata can be added by admins to a special field in the volume types.
2. After this is done in upstream openstack, the standard needs to be adjusted to encourage CSPs to use the new metadata field with in the standard defined key-value pairs, instead of adjusting the description of the volume type
3. After this is done, users will be able to filter volume types with the defined metadata key-value pairs.
