Difficult to add blocks with correct markup #3

In order to add a block which is compatible with Magento's menu module, the markup must begin with an <li> tag. This is wrapped in a <ul> tag on load by Magento's WYSIWYG editor, andthe tag must be removed each time to result in valid markup and a working menu.
