Ensure updates are received on web

Sometimes, users don't see new features because they need to manually refresh, and sometimes even that doesn't work. This is because the browser caches the site for a certain amount of time (this also makes it work offline). We want to make sure updates are received in a reasonable timeframe, while still allowing fast loading times and offline capabilities.
