Not able to submit Observation with rubrics question set in dockstaging.

DockStaging
In observation with rubrics we're trying to save content and submit for review.

1. We are able to get framework details by calling read framework API

In response we got framework categories.
2. Added the Question set name and necessary details.
3. While submitting the question set using following API, By passing the valid category id's we got error as invalid id's.
