[NEW-FEATURE] Make content scrollable on touch screens

The current implementation does not support touch-based scrolling effectively. On touch screens, users should be able to scroll the content using touch gestures (like swiping). This enhancement will improve the usability and accessibility of the application.

Expected Behavior:
Users should be able to scroll vertically on touch screen operator panels.
