Is it possible to use the resource packs without the mod?

Since I'm using EBE, this mod is obsolete for me. However, I do like the resource packs. Is it possible to use the resource packs without this mod (when downloaded the .zip files from this repository)? Or does this mod change something which makes the packs work (or work better)?

Funnily enough, the latest EBE version breaks bed RPs, so this mod is required again (you need to disable bed optimizations in EBE to make it work).

Though it's said in FoundationGames/EnhancedBlockEntities#91 that it will be fixed in next version
