I think I am having the same issue, weird thing is it used to work. Doesn't matter how a pregen task is started, it will start in a paused state and there is nothing you can do to start it. I have not tried it on a server though only single player worlds for now.

It think it only happens with c2me installed

Idk why it didnt start paused this time, but it never started, and there was nothing in the console to tell me why
