CompatHelper: bump compat for DynamicPPL to 0.33 for package test, (keep existing compat)

This pull request changes the compat entry for the DynamicPPL package from 0.32.2 to 0.32.2, 0.33 for package test.
This keeps the compat entries for earlier versions.
