We should explore adding config files for Intel/AMD systems that enable tear free experience (V-sync enabled) at /usr/share/X11/xorg.conf.d.
Adding config files there should eliminate screen tearing when watching movies/YouTube videos and other content, including scrolling in browsers like chrome.
It shouldn't have any negative experience if it is just sitting there regardless of the video card.
