[Frontend] Create Add Project View

Current behavior:
None

Expected behavior:

• A view is required which will facilitate project submission or addition to the website.
• Project uses Create React App for React and Material-UI to produce the frontend.
• The design will be based on the mockup shown below which was chosen from Design/Wireframes needed in order to build UI #5 - https://projects.invisionapp.com/boards/B83LXHAGZSV
• Below is just the mobile view, the actual code should be responsive to support desktop as well.
