GPU preferences issue

repro:

python3 toolkit/run_exp.py --gin {config} --user {user} --branch {branch} --gpu-count 6 --gpu-type titanx

doesn't give a titan gpu and queues the job with (Resources) reason, even though there are free 6 titan x gpu available

running:

python3 toolkit/run_exp.py --gin {config} --user {user} --branch {branch} --gpu-count 6 --gpu-type **titanv**

gives the desired titan x instead
