Querying long KEL's

Hi,

as I am looking into #110, the query message proposed there (see also below) contains s as a sequence number that can be specified to query event no. 5 in KEL or all key events since no. 5?

There is also older issue from DIF decentralized-identity/keri#109 that, among other things, proposes query params to be used, but I suppose this is now replaced by qry message and all the filterings shall be done within the qry q attribute.
