I have a couple contributions to make to the documentation found at http://www.rapidwright.io/docs/. Is there place to submit these contributions?

You make a good point, we should probably have the restructuredText source in a public repo somewhere, but we currently don't. I imagine we can get there, but it might take some time.

If your changes are in HTML, you could submit a pull request to https://github.com/clavin-xlnx/RapidWrightPages, but that might be tedious depending on the change set.
