Consider IP address assignment for PG314 #1

https://github.com/Xilinx/system-controller-web/blame/12f8ebfddeed38b1373b09ea8637b4931298d3dd/scwebrun.sh#L7. In the tutorial for PG314, an IP address is required for the jupyter notebook to run the system controller. I recommend adding a way to assign the IP address in the script.
